dc.description.abstract	La presente tesis realiza un análisis comparativo del Registro de Nave de Panamá con los Registro de sus principales competidores, por lo cual el título de investigación es Ventajas relevantes del Registro de Naves de Panamá comparado con los Registros de Islas Marshall y Liberia, la aplicación de esta investigación se debe a la baja que ha presentado en el Registro panameño en los últimos años en sus abanderamientos de buques, lo cual es importante por ser nuestra principal fuente de ingreso. Facultad de Derecho y Ciencias Política, Ciudad y República de Panamá, abril de 2018. Asimismo hace énfasis en la necesidad de analizar las ventajas que tiene el Registro de naves en Panamá comparado con los Registros de Islas Marshall y Liberia, y a su vez plasmar las recomendaciones ante la comparación realizada, para que el registro panameño de buques, el más grande del mundo agilice su burocracia para hacerle frente al ascenso de sus principales competidores, aunque se mantiene como líder en abanderamiento de buques, ha ido disminuyendo el número de buques registrados desde el año 2013 a la fecha. La Marina Mercante de Panamá aglutinó en el 2017 el 18% de la flota mundial y el registro total de 8,094 embarcaciones y 226.6 millones de toneladas, según datos estadísticos de la Autoridad Marítima de Panamá (AMP) a principios de febrero pasado. Sin embargo, el año pasado se realizó una depuración de naves que no cumplían con las condiciones de seguridad que Panamá exige para mantenerse en el Nivel A de la Organización Marítima Internacional (OMI) y en la lista blanca del MOU de París. Se realiza el análisis del desempeño, ventajas, ofertas y servicios que ofrece Panamá mediante recopilación documental, observación de datos estadísticos y encuesta a funcionarios idóneos de la institución. Además se redactan las conclusiones del desempeño de las estrategias realizada por la Autoridad Marítima dePanamá y la emergencia de reducir el tiempo en trámites y agilizar los procesos de abanderamiento, considerando la determinación de una normativa de vanguardia, tomando en cuenta los beneficios que esto traería a la República Panamá por ser un centro integrado de servicio marítimo y logístico competitivo de excelencia al servicio de la industria marítima a nivel mundial donde en una sola institución se gestiona todos los procesos relacionados con el sector marítimo Nacional e Internacional. In addition, the conclusions of the performance of the strategies made by the Maritime Authority of Panama are drawn up and the emergency of reducing the time in proceedings and expediting the flagging processes, considering the determination of a vanguard regulation, taking into account the benefits that this would bring to the Republic viii of Panama for being an integrated center of competitive maritime and logistics service of excellence at the service of the maritime industry worldwide, where all the processes related to the National and International maritime sector are managed in a single institution.
