dc.description.abstract	Por medio de este proyecto se reafirma la validez y la importancia que tiene el diagnóstico estratégico y los estudios de factores que afectan a las empresas y que sobre todo las obligan a cambiar. El diagnóstico estratégico es una forma de percibir y estructurar el problema, analizando el medio ambiente en el cual se desenvuelve en la actualidad la organización Fred (1997). Al diagnosticar el estado de una empresa u organización siempre se debe comenzar por ver que tan equilibrados están sus componentes estratégicos, dando para ello respuesta a cada una de las preguntas y otras que puedan surgir del análisis. En esta investigación se refuerzan conceptos de administración aplicados en los campos a tratar, específicamente serán los conocimientos aplicados en el área de administración, servicios y gerencia los cuales servirán de herramientas para desarrollar el estudio de las falencias que presenta el sector educativo específicamente la Secretaría de Educación de Cartagena. El presente proyecto tiene como fin identificar los principales factores que inciden en el servicio ofrecido en el sector educativo de la SED de Cartagena en base a su labor educativa y la atención prestada al ciudadano, que conlleven a la elaboración de recomendaciones o estrategias de servicios dirigidas a mejorar su gestión a nivel general. A través de este trabajo de grado se pretende realizar un análisis de las debilidades, que se observan en la Secretaría de Educación de Cartagena connotando el nivel de competitividad que la empresa posee en la región. Teniendo en cuenta que, para poder lograr este fin máximo, deben afrontar un sinnúmero de obstáculos, problemas, inconvenientes, que imposibilitaran el correr óptimo de todas las organizaciones, limitando en muchas ocasiones el desarrollo de cada una de ellas. El servicio al ciudadano deberá aportar y alinearse en la misión, objetivos estratégicos de la organización educativa sea de carácter pública y estratégica.	spa
dc.description.abstractenglish	Through this project, the validity and importance of the strategic diagnosis and the studies of factors that affect companies and that above all force them to change are reaffirmed. The strategic diagnosis is a way of perceiving and structuring the problem, analyzing the environment in which the organization currently operates Fred (1997). When diagnosing the state of a company or organization, you should always start by seeing how balanced its strategic components are, giving answers to each of the questions and others that may arise from the analysis. In this research, concepts of administration applied in the fields to be treated are reinforced, specifically the knowledge applied in the area of administration, services and management which will serve as tools to develop the study of the shortcomings presented by the Secretary of Education of Cartagena. The purpose of this project is to identify the main factors that affect the service offered by SED of Cartagena based on its educational work and the attention given to the citizen, which lead to the development of recommendations or service strategies aimed at improving its management at a general level. Through this degree work it is intended to carry out an analysis of the weaknesses, opportunities, strengths, and threats of the Secretary of Education of Cartagena connoting the level of competitiveness that the company has in the region. Taking into account that in order to achieve this maximum goal, they must face a number of obstacles, problems, and inconveniences, which will make it impossible for all organizations to transfer optimally, often limiting the development of each one of them. (Gómez, 2012) When talking about service to the citizen, it must be materialized for the citizen to have the possibility to access the information and services that will allow him to exercise these powers within the Social State of Law. The service to the citizen must contribute and be aligned in the mission, strategic objectives of the public organization and strategy.	spa
