dc.description.abstract	Esta investigación busca analizar la Identificación Lofoscópica como medida de control migratorio y penitenciario, para reforzar la Política Criminológica de Panamá. Partiendo de teorías sobre métodos biométricos, entre ellas: Dr. Henry Fauls, en 1889, sobre las huellas dactilares halladas en antiguas cerámicas, clasificación, inmutabilidad de las mismas y su uso en la identificación de individuos. Martí Guillo y otros, Sistema mono dactilar y estudio de los deltas. Bertillón las fichas nominal-biográfica. Galton, las impresiones simultáneas y las rodadas. De Vucetich la designación con letras para los pulgares y números para los demás dedos. Esta investigación es de tipo descriptiva, con una metodología mixta. Durante el periodo de desarrollo de esta investigación, se han podido analizar diversos aspectos que se dan actualmente en Panamá; con referencia a la política Criminológica, el uso de la Identificación Lofoscópica, el control migratorio y penitenciario, que con el esfuerzo en conjunto de las instituciones de Justicia pueden verse favorecidos al tratar de integrar las medidas que se presentan en los estudios analizados en esta investigación. Especialmente enfatizando el hecho de los sistemas informáticos Biométricos existentes, que serían de gran utilidad para reforzar el control de las personas que entran y salen de Panamá, igualmente para la labor del sistema Penitenciario, en fin, representaría grandes ventajas para agilizar y optimizar aún más el trabajo de las instituciones que son auxiliares de justicia en el país y garantizar la seguridad de todos los ciudadanos.	spa
dc.description.abstractenglish	This research seeks to analyze the Lofoscopic Identification as a measure of migratory and prison control, to reinforce the Criminological Policy of Panama. Starting from theories about biometric methods, among them: Dr. Henry Fauls, in 1889, about the fingerprints found in ancient ceramics, classification, immutability of them and their use in the identification of individuals. Martí Guillo et al., Mono finger system and study of the deltas. Bertillón the nominal-biographical chips. Galton, the simultaneous impressions and the rolled ones. De Vucetich the designation with letters for the thumbs and numbers for the other fingers. This research is of a descriptive type, with a mixed methodology. During the period of development of this investigation, it has been possible to analyze various aspects that are currently occurring in Panama; with reference to the Criminological policy, the use of Lofoscopic Identification, the migratory and penitentiary control, that with the joint effort of the institutions of Justice can be favored when trying to integrate the measures that appear in the studies analyzed in this investigation. Especially emphasizing the fact of existing Biometric computer systems, which would be very useful to reinforce the control of people entering and leaving Panama, equally for the work of the Penitentiary system, in short, would represent great advantages to streamline and optimize even more the work of institutions that are auxiliary to justice in the country and guarantee the security of all citizens.	spa
